EWS Certificate: Complete Guide

The EWS certificate (Economically Weaker Section certificate) certifies that a person belongs to the economically weaker section among the general (unreserved) category. It is the document that unlocks the 10% EWS reservation in government jobs and educational institutions.

This guide covers the eligibility criteria — including the ₹8 lakh annual family income ceiling — the documents you need, how to apply online or offline, and how long the certificate remains valid.

What is a ews certificate?

EWS stands for Economically Weaker Section. The certificate is issued to individuals from the general category whose family income and assets fall below prescribed limits. It entitles the holder to a 10% horizontal reservation in central and state government jobs and in admissions to educational institutions.

It is issued by the revenue authorities of your state or district — typically the Tehsildar, Sub-Divisional Officer or District Magistrate's office — after verification of income and asset declarations.

Who needs it?

  • Job aspirants — Required to claim the 10% EWS quota in central and state government recruitment.
  • Students — Needed for EWS-reserved seats in colleges, universities and professional courses.
  • Exam candidates — UPSC, SSC, banking and state PSC applications ask for it when claiming EWS reservation.

Eligibility criteria

  • You must belong to the general (unreserved) category — not SC, ST or OBC.
  • Income: gross annual family income must be below ₹8 lakh from all sources combined — salary, agriculture, business, profession — for the financial year prior to the year of application. It is gross income (as for income tax), not net.
  • Assets — excluded regardless of income if the family owns or possesses any of the following (property in different locations is clubbed together):
    • 5 acres of agricultural land or more;
    • a residential flat of 1000 sq ft or more;
    • a residential plot of 100 sq yards or more in notified municipalities;
    • a residential plot of 200 sq yards or more in areas other than notified municipalities.
  • 'Family' for this purpose means: the applicant, their parents, siblings below 18 years, spouse, and children below 18 years.

✅ Issued byDistrict Magistrate / Collector / Sub-Divisional Magistrate / Tehsildar or equivalent officer not below the rank of Tehsildar, as notified by the state.

How to apply — overview

Many states allow online application through the e-District portal: register, select the EWS or 'income and asset certificate' service, fill in family income and asset details, upload documents including the income certificate, and submit.

Offline, visit the Tehsil or revenue office, collect the EWS application form, attach the required documents and submit in person. Physical verification of income and assets by the revenue department usually follows, and processing commonly takes a few weeks.

⏳ ValidityAn EWS certificate is valid for one financial year from the date of issue. You must renew it every year with a fresh assessment of the previous financial year's income and assets.
